I am finally connected......all the terminal settings appear to match
the host so I am at least getting a login prompt. However, I cannot

I get a login prompt and enter "root" and hit enter..........
I get "login" and enter the password and hit enter........

Root access is disabled by default, you can login as a user then su

I just this minute discovered what I need to do. I edited etc/
securetty by uncommenting TTYS01 and TTYS01 and I can log in just fine
now. But I do have a major problem still...........
The dialogue back and forth between the terminal and the Linux box is
extremely slow. It will print about 15 letters and then the cursor
will pulse about 15 times and then it will again print about 15
letters and so on......
My rate is set at 19200 on both boxes and changing that does not seem
to affect. Right now I am going to reset both higher and see what
happens...

what type of handshake are you using? hardware or software?
how long is the null modem cable?
what type of wiring? diagram?
start lower 9600 is a good start
give procomm a go .... or other terminal program
avoid windows, try boot to dos and run the terminal program from dos,
FMM, windows used to have some issues with com port at higher speed
etc..., so look into fixes/patches.

i ran dump terminal wise 50/60, then a model 30, a dos box running
procomm+, worked like a charm :-)
my null modem cable was a full handshake , AKA hardware 10 mtrs long
home brew.

I am running Windows 3.1(1) and my null-modem cable is 10 feet long.
I reset all of the speeds to 1200 and I am still getting the delayed
responses.

The same thing is happening with both TeraTerm and the embedded
Windows terminal program........identical, so I suspect it is a
function of Linux which is causing the delay. The next thing I am
going to do is to try another flavor of Linux.

Can you try something like OS/2 for the OS on the PC? The reason I ask is that I had to change to OS/2 from Windows 3.x because Windows kept hanging like you are seeing, and heaven help you if you wanted to multi-task while the terminal session was updating.
