Simple, it identifies the download that I need, a progress bar display
comes up for a download, then in less than a second the program stops,
and displays a message that it cannot continue. The no help whatsoever
button suggests that it's the connection or my fault.


This IE download business appears to be a "Windows Update" process.
Is your download machine running at least Windows 2000 SP3 and the
latest Windows Update Agent? (When you go to the Windows Update web
site using IE it will tell you to let it probe you and do some Active-
X stuff to make sure you have the latest Windows Update Agent
installed. If you have Automatic Updates enabled it will go ahead and
do this every so often on its own - even if you have configured AU to
notify you before downloading or installing.)

I don't know if any of that matters... or what the heck is going on.
(Sorry about all those posts last night. Started out just trying to
help, but then came more beers, and... :-)

I can relate to your predicament - the local fire department here uses
emergencyreporting.com for *everything* - can't even log in without
IE.

Applications being developed exclusively for Windows / IE "features"
is a classic chicken-and-egg problem. Until people just say no...
