Maybe PCI 2.1 is 3.3V only?

I don't know, but I used a Linksys LNE100TXv5 PCI Ethernet card in a
486-based PCI/EISA PC Server. The instructions and driver software
made it very clear that the board was for use in systems that
supported PCI 2.1 only. The board was very reliable and never gave me
any trouble.

Somehow I doubt the Micronics M4Pe is PCI 2.1 compliant...
