The terms are pretty much used interchangably. My take on it: bypass
caps "bypass" system generated noise from the supply rail to ground;
decoupling caps "de-couple" the circuit from the power supply and any
noise or undesired signals that may ride in on the power supply rail.
Decoupling circuits can be a little more complex, with R/C or L/C
elements.
