Forcing myself to flash when I don't want to (appying BIOS 10 to 3172 Y complex)

WBST, I tried Ctrl-F. There is no activity ever on the floppy.
I added the /d switch to updtflash... No floppy activity. The system works fine with a Q complex. Goes all to hell with the 3172-Y. Why?
Only adapter in system is XGA-2. I removed the F/W, BT-646S, Patriot, and SoundPiper. I hit power, the LEDs on the keyboard are strobed, the fan spools up, along with the SCSI drives. The floppy LED does not light.
The 8595 op panel remains dark. No glimmer. I will diddle with a 9595 op panel to test to see if the serial data link is alive.
When I tried booting with the SCSI adapters, both activity LEDs on the adapters remained solid.
