you need to treat the on-board video card as if it was a pci card example:
pci slot 1<add-on pci card> pci slot 2 pci slot 3 pci slot 4 pci slot 5 <on-board video card> first card detected is the first to be used

There'syou need special driver or utility , and a capable OS to be able to use both plugs at the same time

AFAIK, only 98SE onward are capable, and u*nix/*nux..
plug it into the card. The screen is like a colorful jigsaw puzzle. Does this mean the card is defective or just useless?
usually means bad VRAM or VRAM address allocation conflict, is it sitting properly in the slot?
Next I use a Number Nine card. Everything works fine. It seems to come in pre-POST, and displays a little banner on top. So this goes on the useful and not defective pile. However, the only driver I could find for it is a Windows NT driver.
you need to look for the chipset, example S3/32, 64, 64+,etc... use a generic driver
