Yes they are. Apparently sound cards very often have a fixed internal
sampling rate and don't adapt to whatever they're playing (which makes sense
when you consider they might be playing sounds at different sample rates at
the same time). My sound card (Trust) lets you choose this rate; others
don't.

Unfortunately I don't know anything about that one.

I doubt you'll find anything better than the latest ones from Dell or
Windows Update but it's worth a try.
