pc monitor/ tv screen

Hi All
I need to get a monitor to use with my laptop and also replace my old
tv. Money is BIG issue so would like to kill two birds with one
purchase.
I recieve cable tv from virgin.
Would like a >22" monitor.
Do some have Scart sockets for tv tuner?
Are there any with wireless connection for laptop?

Principle criteria are budget and reliability, Not trying for state
of the art picture quality.
