DOS/WinNT has never actually formatted partitions, there is no such command.
Long format, like Chkdsk /R, does a SCSI VERIFY which USB bridge translates
to IDE.
This does not transfer data, so I don't know why it would take more than an
hour per platter.
As long as CPU is not significant, it is not affected by other applications.

I'm formating a 500gb External HD and it's taking forever. Is it safe to
run other apps. (games, DL's, ect.) while it's formating or better to
