No it doesnt. They both use the term image file consistently.
Ghost just uses the word copy instead of clone.

Ghost 9 cant in fact clone or copy an entire physical drive
and change the size of the partitions to what the user wants
them to be on the new larger hard drive in one step. That is
clearly just a choice the designers of both have made.
True Image is in fact much the more capabile with
cloning or copying without the use of an image file.
And it doesnt fail like Ghost 9 can do too.

You do however want to do what few want to do.
Its hardly surprising that the designers
chose to do what most want to do.

Just as true of True Image and Ghost. And they
are MUCH more capable than Casper XP as well.
