Advanced Squad Leader

A WW2 boardgame by Avalon Hill dealing with squad level tactics. It's widely
regarded as one of the most detailed and complex games of its kind.

It's true what other posters mentioned, that it's largely a tactical game in
nature, and as such might not be what you're looking for.
