The command shell in WinXP still looks remarkably like the old
dos shell. It can deal with filenames and spaces, but it's
still very limited compared to the unix shells of 10 years

Ah, but shell-scripts happen to be ideal for automating tedious
tasks.

I use voice recognition for dictation and automation in Windows XP.
I've been a macro recorder enthusiast since Windows 3.1, and speech
activation is a major step up in functionality. It's the ultimate
personal computer user experience. Real-time strategy will never be
the same. For Age of Empires Conquerors, I have 72 speech activated
macros/scripts. I couldn't even have that many scripts using a
keyboard, or memorize them all. And of course its graphical. I love
it. That's what I call automation, and it's very very far away from
a commandline interface.

As computers become more complex, naturally input becomes more
complex. Efficiency is redefined as computer hardware power
increases. Doing stuff from the command prompt isn't necessary for
ordinary users these days.

That's assuming you aren't still using a Commodore 64 ;)
