Sim City 4. A bit of a letdown

So I was at Target the other day, and I contemplated buying Civ4. Then
I saw the Sim City 4 Deluxe Edition for $30. The Sim City series has
always been a safe bet, and I had an urge for a good strategy game, so
I picked it up on a whim.
Hmm. It's not as great as I thought it would be.
For one thing, I really dislike how the game automatically builds roads
in your zones. I'd rather put the roads down myself.
Secondly, not to sound shallow, but the graphics look a little cheap.
Maybe I was spoiled because I played the Civ4 demo recently. Or maybe
not.
I'm finding it more difficult to break even on my budget than previous
games. Perhaps this is because I'm putting too much emphasis on
education, which is expensive.
I do like the idea of regions, and building cities next to each other.
I'll definitely be playing this game some more, but it's not as great
as I thought it would be. Anyone else feel that way?
