It's to get your attention. They hope you'll buy some of the less in demand games for full price. They make money there since they have them in stock and need to get rid of them. Civ IV they don't have to worry about. They know people will buy tons of copies so they might as well be the store to move the copies.
Not saying that it's not the reason why they do it just questioning whether it's really an effective way to do it. Nowdays it's relatively easy to hunt out the best online deal. I personally use Play.com as it's normally one of the cheapest and P&P is free. Anyway I'm looking forward to see whether they've improved what has already been an excellent series of games. Probably some of the best games I've brought in terms of hours played. I still remember the times when I used to do the I'll just play one more turn or I'll just wait until I've built this improvement and all of a sudden it's 2 o'clock in the morning.
