I'd suggest maybe avoiding the Turbine Download Manager,
and use the standard downloader.

The Download Manager is a good idea, and has some
nice features and ideas (you can do character creation
while waiting for the rest of the download), but some
players really hate it due to problems, slow speeds, etc.

EU LOTRO is run by Codemasters rather than Turbine, so I'm not sure if the download manager is any different, but I've never had any problems with it and I always seemed to get my maximum download speed the couple of times I've had to install everything. ...
