I don't think, having a party was as important in Fallout games, as it
was in Might&Magic, Baldur's Gate or StarWars:KOTOR games. Very little
emphasis was given to the party dynamics. Trading items between
members sometimes required stealing because of interface issues. These
characters couldn't be directly controlled and in addition their
combat AI was horrendous.

Some, but not all, of them. And that was because they weren't automatons controlled & micro-managed by the player (i.e. just an extension), but rather followed their own style & level of (in)competence, depending on the weapons you gave them & what you were up against. THAT, in & of itself, gave FO1/2 added character. If you missed that, your loss.

I'd consider the Fallout party system, extremely primitive when
compared to other CRPGs (both in recent times and in the past). In
fact, it's so simplistic that it's one of the few aspects of Fallout
that can transition from turn-based to real-time first person without
any issues. I mean the AI can't get any worse and the item-exchange
interface can only improve. You don't even have to give commands to
other characters.

Don't bet on it.

Having said that, Fallout 3 will have people joining the main
character occasionally, but only one at a time as in Neverwinter
Nights. Dogmeat will always be there, if picked initially.

The jury's still out. Hopefully the fans will fix their broken NPCs just like they had to add them in Oblivion.
