Yes, I agree. I just found it surprising that someone would
be stuck at level 47, with three complete zones designed
for roughly 45-50 and be stuck grinding to level up.

(you can actually level up doing gray quests; the quest
turnin may give nothing, but they often have green enemies
to defeat along the way; which I know because I've tried to
do all quests which made quite a lot of them gray before
I could get around to them)
