the game is designed so you don't need to spec a certain way to
participate in instance groups while you're levelling because those
dedicated specs are generally incredibly slow at killing things, which
is how you'll be spending most of your time outside of instances. once
you start raiding you don't need to level anymore so the encounters are
tuned to require maximum efficiency, which is what "healer" and
"tanking" specs bring.
if you're that into the idea and don't mind how much slower you're going
to level, hey, knock yourself out. it's your money, play however you
want. but it's overkill in instances and it's just going to handicap you
outside of them.
To be fair, again it's a question of choice. You can still level fine
if you are specced for healing, just as you can still heal fine if you
aren't.
It also depends what you mostly do; some characters mostly quest,
others mostly run instances and skip the quests.
