spec has almost nothing to do with the quality of a healer or tank
pre-60, and it's pretty much the same pre-70. a decently played
character with appropriate gear can perform their primary roles in every
pre-60 instance and most pre-70 instances with a solo spec very easily.

specific talents specs are only really "needed" for raids (or pvp.) most
of the pre-max level content takes place outside of instances so anyone
who insists on raid specs while they level are just shooting themselves
in the foot, no matter how slowly they're taking things. it doesn't
really have anything to do with rushing to max level; it's simply an
unnecessary crutch for competent players to spec holy as priest, for
example, until they start raiding or pvping. it's the same with most
classes.

if that shadow priest can't keep your tank alive then they're either
really bad or just have inappropriate gear for healing, most of which
can be bought from the AH at those levels.
