CCP recently put in place restrictions on the system so that exchange could only meaningfully happen "Real Money->ISK", because I suppose there was enough of the reverse happening to warrant a crackdown (that is, "ISK->Real Money" by reselling the GTC's purchased through eBay or somesuch).
They announced that they would also be introducing a new system that allows players to purchase gametime directly from them for ISK, so it seems even they want to trim this problem off at the torso and burn the corpse. It will basically shut out any RMT trade available to the playerbase (baring some outrageous prices), and act as a money sink (something EVE *is* in desperate need of).
