I think the game that defined (and defines!) the phrase for games is
the aptly named Duke Nuke Forever...

Daikatana development started in Februari/March 1997 somewhere, Duke
Nuke Forever started in April 1997 (possibly earlier). Daikatana was
released in April 2000, making it's development cycle a little over 3
years, *long* but IIRC there's several released games beating that.
The original schedule was basically silly.

On the other hand Duke Nuke Forever STILL hasn't been released,
yesterday was it was 10 year from the official announcement... Now
THAT is vaporware. Original "intended release date" was January 1998
(according to Wired) which gives a similar development cycle length :-)

Supposedly it's still under development, but apparently GameFAQ held a
poll on the anniversary and 70% thought it would never be released
plus an additional 8.5% who thought it would be canceled, pushing the
total to almost 79%.

But DNF is disqualified from the original article since it's never
been released... Still, Wired News Vaporware Awards 2001, 2002, 2005
and 2006, plus the exclusive one-of-a-kind Wired News Vaporware
Lifetime Achievement Award in 2003 (created FOR DNF, one reason why it
didn't win the regular list that year and 2000 it "only" managed to
get second spot).
