I assume it's because some of the monsters involved in those quests are somewhat fixed, and too hard for a low level character. But see below ..
Speaking of that, it's just stupid
that at high levels any bear is ultra-strong and any bandit carries stuff
worth thousands of gold pieces! Without it they could have used dialogues
to warn you about too hard quests or just use the Daedra quest system...
I think it's stupid (and un-necessary) to even get a warning. The Gothic2 system, which just lets you figure it out, is much more fun IMO. Letting you sign up for a TIMED quest you can't complete would perhaps be a bad idea. Letting you sign up for one that you discover you have to 'do later' should not be a big issue. I guess it's back to the 'dumbing down'/'instant gratification' problems of modern society.
I don't mind ultra-string bears, bandits, etc. but it's a pity when you get to the stage of the game where you go 'another full suit of Daedric armour, and greater staff of fireballs, yawn!' and walk away.
