I've always enjoyed the city building series by the now defunct Impressions
games. I think they are still out there. Look for Caesar 3, Pharaoh, and my
personal favorite, Zeus. They may be bundled together.
If you want a simple RPG then go with Diablo 2 (my favorite all time game)
or Dungeon Siege 1 and/or 2. There is a lot of fighting to them, but they
are easy to pick up and learn.
