Can anyone help me with some info on how to begin to extract the games
from these files? I read somewhere that Nero was involved.. so does
that mean I have to burn the game to a DVD or CD?

Yes, .bin and .cue files (you need both files) make up a CD or DVD
image. Nero or many other CD/DVD burning programs will burn the files
to a disc.
Another option is to get a program like UltraISO to convert the files
to an .iso image which you can mount using Alcohol 120%. If you have a
Linux system available you could mount the .iso as a directory and
extract the individual files.
