Make sure you are offline, ie no internet connection.
when steam starts, click 'offline' mode
Then run half life from its .exe file. (NOT the desktop icon)
It will be in the hl2 directory, under the directory that is your user name.
(probably under games).
You dont even need the cd in the drive for this.
I first installed the game with a 33k modem!..took hours of course.
after that every time I wanted to run it the normal way it would'nt, just
kept saying 'download not complete' or something.
I found out that if you run it from the .exe (in steam offline mode) it
works just fine.
