Been trying to locate Planescape from Ebay.

Seems like I get a better deal from the U.S.

As far as I can tell there's no reason not to buy PC games from other countries - there's nothing that will stop them running on my computer is there?

Nope, although you may get hit up for import duty by the post office when it's delivered (I end up having to pay duty on about 1/3 of my US purchases, although have never had to pay on Canadian purchases).

It's not a duty you're getting dinged with (NAFTA did away with those), it's GST. Canada Customs and Revenue and Canada Post got together and came up with this wonderful arrangement where Canada Post will collect GST on all items shipped up from Jebusland by mail, in return for a flat fee of $5 per shipment - charged to the recipient. So, in effect, you're paying Canada Post $5 to collect GST from you and ship it to CCRA. I think there's a minimum where they don't bother to charge it, but I can't recall exactly what it is (maybe $25).
