I agree it was a problem, mainly because there _was_ conflict every time
you went through. I would have found it far less annoying if I wasn't
constantly being jumped by the same bunch of street thugs I'd already
defeated umpteen times before. It wasn't enough to put me off the game,
but I agree that fast travel would have made that part much more
enjoyable.
