Speaking as a webprogrammer, people who wont upgrade their browsers should be locked out more often than it actually happens.
Supporting IE6 means 30% (with the rate rising about 5-10% every year) more development work no one really pays
and means constant pain, because IE6 is broken beyound compare!

There was a time when IE6 was top notch, but that was 9 years ago, and technology as well as standards compliance has moved forward
, while IE6 has stalled and nowadays causes major headaches as well is an excellent vector for web based windows trojans and virii. Microsoft even admitted to that and has stopped any development on IE6 a few years ago!
(3-4 years!)

My personal guess is if you look at the market share numbers that in a years time it will be finally possible to drop IE6 support in many cases!
For private sites I usually do a graceful IE fallback with a hint that the browsing experience is suboptimal, for other sites the customer has to pay the additional effort to support that dreck of a browser, period!

After all how hard ist it really to hit a download button and then press setup.exe?
