Fallout 3 is a must for the PC, though.

You don't use VATS all the time, though - for what I've seen and read,
it;s a once per fight kind of thing - use it to start the fight, then
normal combat until it recharges. Or you start the fight using normal
combat, then lure the enem into positon for a VATS kill.
