It's storage requirement. Very early DVD players were single layer (I think) some of the early DVD release films needed you to turn the disc over. However by the time the technology migrated to DVD-ROM drives for computer I'd have though that all drives were capable of reading duel layer discs. Writing duel layer is another matter and will have no effect on the system requirement of the game.
