Windows Vista already has proper dual-core support but XP needs these
drivers for better performance.
It's not a performance issue, usually. It's just that older games don't run
well with dual core and you need to run some of them with a single core
instead of two.
The reason some of the old games didn't run well, was because their
main game-timing heartbeat got messed up. So even though the CPU was
very fast, you could see stuttering in the games. The above-mentioned
AMD drivers fixed this issue for lot of games.
In addition there is an XP patch for some of these issues at

CPU affinity is the last thing one should try, not just because doing
that is a hassle, but the fact that once patched, XP runs most of
these problematic games without stuttering.
