Are you playing on Windows Vista?
I had some trouble with the game forgetting some settings, like VSYNC OFF,
but once I went with Windows XP the problems disappeared.
I'm not really sure why, but it might be related to having two configuration
files (DX9 and DX10).

in the game I turned up the brightness so it wasn't so dark, but whenever
I stop the game and return to windows the brightness level is still turned
up, bleaching everything. is there a way to fix this? I have to reboot to
reset my monitor. (the monitor has a reset setting, but then I have to
adjust shape and size and warmth.... blah blah blah).
