Can't you just have multiple users and use the relevant Startup/User
and Startup/Common in the utility you mentioned?

I think the OP is looking for differences in services running at
startup, and probably background apps as well.
You *may* be able to do this with a separate hardware profile, but IIRC
it still won't change how alot of taskbar apps behave. You'll probably
also want different settings for things like Windows firewall, etc.
The best way to accomplish this is a secondary install of Windows,
preferably on a different drive. You can use an app like XOSL to even
switch between different OS boot partitions, completely hiding the
others.
