If you're smellin' smoke, I wouldn't pin much hope on having a
functional card. I've run (inadvertantly, of course) GPUs with dead
fans, but usually they just crash the game/display. Once the pixie
smoke starts leakin' out of the chip, it can't do its magic no mo' :-)

Or try a dedicated GPU cooler, such as:

I have no connection to the company; they're just what I found when I
did a google search. Don't know if this HSF is any good either, but
it's listed as radeon 9800 compatible so it's made to fit the board.

You probably can get a CPU fan to work; I've munged together some
nvidia GPU heatsinks and third-party cooler fans with some success. It
should be enough to get your PC up-and-running (running plain ol' VGA
shouldn't burn up any circuits), assuming the card is live to begin
with. But given how hot the run 3D-Accelerated, I'd rather trust to a
proper cooling solution.

(There sure seem to be a lot of complaints on google about the poor
hsf's on the 9800s; is it really that common a problem or is it just a
noisy minority? Doesn't ATI have a temperature-throttle to protect the
chips if things get too hot?)
