It's not wise, because unless it's a blown fuse (and then the monitor
is completely dead) or a catastrophic failure (burnt components) you
wont be able to see any problem, but unless possibly if you've not got
a heart condition there's no risk involved other than pain. If you're
still worried, leave the monitor unplugged for an hour or so, and the
capacitors will have discharged.
But, like I said, it's pointless because someone unschooled in
electronics wont be able to see the problem either. It's the
equivalent of looking under the hood of a car because it sounds funny
when you know nothing about engines.
