Chuck,
Are you going to install from CD image files or actual CDs?
If image files (which I am) you need to go ahead and load them.
Either way take option 5 "Prepare for install" and place a 1 on the first line "Work with licensed programs for target release" before you can get to the agreements. The system has to load the new version information before it knows about the agreements.
There is a reason the items in "Prepare for install" are in the order they are.

Here's problem #1...
I do as instructed, the CD light blinks a few seconds, the PTF Package
install screen pops up and only stays up for a few seconds. Then I get
a message stating that there are no PTFs on the CD.
the PTF that is required is 5722SS1 SI10284. You may have it already
installed on the system (we did) so this step may not be necessary.
If you use BRMS, I would be interested in any problems you had with
that during the upgrade. We have just upgraded a test system and
found that there are now only 120 objects in QUSRBRM (normally, 206).
Needless to say, many BRMS features don't work (including INZBRM
(*RUNPRDINZ) which fails due to a file not found message)...
