OK for remote, but why for QAPPNLCL ? You have an alias for the local
system name ?
Also I did the TCP host table entries for both systems with

IPaddressB SYSTEMB
SYSTEMB.NETIDB.SNA.IBM.COM

And can you find this explanation ?
Does SNA over IP need some special SSAP on the Ethernet
configuration?
I don't think so. It uses the IP SSAP.
I also configured SNADS (DIRE and CFGDSTSRV) and I tried to
sndnetmsg anything to the other side. In the Job on QSNADS I get a
"Remote location SYSTEMB for program device ZDPGMDEV was not
found.". I checked with WRKOBJ *ALL/ZDPGMDEV but did not find this
device/object. Whats that?
This seems to me the same error you have for the passthru.
As I wrote before - other (15+) AnyNet connections run perfectly.
Well, in this case, here is what I suggest : delete all the
configuration that does not work, have a coffee or whatever you want,
think about something else and restart from scratch :-)

Did you setup the remote configuration list for SYSTEMB ?
If not, you have to add en entry in the remonte configuration
list. Someting like that :
ADDCFGLE TYPE(*APPNRMT) APPNRMTE((SYSTEMB NETIDB SYSTEMA SYSTEMB
NETIDB))
Once the entry is added, vary off/on the controller SYSTEMB and
try again.
If this configuration list does not exist, you have to create it
(use the WRKCFGL command).

When I do STRPASTHR I get the CPF8933 (Sense Code FFFF0003),
also indicating some nice IBM books to consult. Will try to
check these too.
CPF8933 "Route to specified location not found" seems to be a
local configuration problem.
Could you post the passthru command, the local and remote
configuration list, and APPC controller and device
configurations ?
