If the firewall doesn't fix your problem, try using RPM Select from
www.brooksnet.com
I have many users that use that product with up to 50 queues.
you will first have to disable the 2003 LPD service
install RPM
define your output queues for hardcopy printing
In addition to printing to a hardcopy device, RPM will allow you print
to a disk file (filter queue). This enables you to process your output
in many ways when used in conjunction with OctoTools that we

print to PDF
electronic forms
MICR checks
report distribution
email and fax

I would suggest you start my elinating the iSeries as the problem by
configuring TCP print services on another device (you can use Windows
2000 Pro or XP Pro workstations if you do not have another server you
can use) set the TCP printer service and driver up in the same way and
check the iSeries can send spools.
Also, look at the NETSTAT *CNN, F11 details to see how much data is
being transmitted, if only a few bytes then the problem is more likly
config, if it sending loads of data then more likely windows problem.
Hopefully someone else will be able to give you more specific advice.

and the printer queue name exsists with no special characters. Still
no dice. I tried renameing the queue, stopping and starting the
service. Deleting the queue and recreating, but still no luck.
Does Windows 2003 server have some special sercurity feature concerning
IP printing not found in Windows 2000?

Checked the TCP Print Services service is loaded, running & that the
print queue specified on the OUTQ exists on the Windows 2003 server
(preferably with no spaces or special characters in the name as this
can cause problems)
