Why would any manager want to reduce productivity?
That's like telling GM that for every car they build they have to start from scratch.
Ask your boss to practice what he preaches next time he does the budgeting, or writes an application himself. No templates, no looking at anything else.. just "do it".
It's plain sillyness brought on by a manager with low self esteem, IMHO.

Granted, this gets me reviewing keywords that I hadn't thought about in some time, but why was this necessary?
