Use the IBM Licensed Program 5722IP1 (IBM Infoprint Server).
It converts SCS, IPDS, AFPDS including things like overlays.

All you need to do is creating a *DEVD with an appropriate *PSFCFG. After
this, you can "move" your spool to the correspondig OUTQ and you'll get your
PDF in a defined IFS path (which is defined in the PSFCFG).
