1. This should be fairly obvious as to what the problem is. Check the initial library lists on each machine for the user profiles in question. Obviously things are exactly the same. It wouldn't issue this error if it wasn't happening.
2. Your application should be checking for this error anyhow... MONMSG is your friend. :)

Basically the job errors because it is trying to add #LIBRARY to the library list (user section) when it is already there. I have checked many things eg DSPS36, Routing entries, Jobd's etc but can find nothing obvious. Basically one machine will let you run the job and the other errors on the submit command.
