Agree about the bad engineering - but things aren't that bad.
The only time this is an issue is when the system is powered off, either intentionally or otherwise.
This could be prevented with a UPS battery backup protection, which most systems of this type probably have.
Even without the UPS protection, in the few times that one would experience a power shutdown, the advance realization that the clock would not be dependable upon power resumption would lead one to automatically perform an ISL clkutil clock adjustment.
I wouldn't even think of considering the expense of changing the system board to solve this problem.

Now that's just plain bad engineering without any regard for the customer.
To require a customer to replace an entire system board at a cost of many 100's
to several 1000's of dollars (board + cost of HP installing it and setting CPU
name string and electronic serial number + cost of time the machine is down)
simply because a part that costs under $5 at a local Radio Shack? Outrageous.
It's the same as the cpu fan going bad in an A500-100-20 requiring the
expenditure of more than $1,000 to replace the entire cpu/fan assembly, when
the fan that's gone bad costs on the open market (if you search hard enough and
can locate one) less than $50. Outrageous also.
But hey, this is what HP "invented".... Shame, shame, shame.
