First you need connectivity, obviously. Are these buildings far enough
apart that you are going to contract with a utility for the runs (T1,
Fiber, Metro Ethernet, etc?) or is this on your own ground where you can
run your own links?

Maintaining your serial connectivity is going to be a pain. I would try
to bury that dead horse now, or at least try to keep all the serial
needs in one place. If you need serial "remotely" it will be a problem.
We have done this a few times for temporary office buildings, and you
can get away with most needs with a T1 and a couple of AdTran muxes.
Run your phones off half the T1 (if your PBX does digital), data off the
other half (or split accordingly).

To keep that up and cross buildings, you'll need a lot of patience or a
lot more bandwidth :-)
Other than that, you're not looking at much recurring expense other than
the link, but you will have some up-front infrastructure costs.
