That's not always the case.
It is if your system is configured correctly but the path for LDEV 1 in SYSGEN doesn't have to match. The system will boot at whatever is configured as primary boot path, and that's before SYSGEN config is read.
That can be proven when doing an install, as the sysgen config could be from another system.

Great question... I don't know the answer, but I assume LDEV 1 will be the bootable device. So go into SYSGEN, IO, LD 1
