Since Europe has, to the best of my knowledge, almost no oil, they have
to import pretty much all of it. In the US, we still drill, pump, and
refine something like 50% of our oil (I didn't verify this number, it was
given to me in a discussion I had with some friends on a very similar topic
about 3 days ago). Our domestic supply helps keep the prices down, so we
have less of an incentive to conserve than those in Europe.

As for the Diesel, I'm told that though the cars are required to be cleaner,
the fuel isn't yet, so the "cleaner" diesel cars here in the states are
effectively sabbotaged, emmisions-wise, by fuel that is substandard when
compared with Europe's diesel.
