Static screen C64

Hi, I got a breadbox C64 that won't start up anymore. When I turn on
the machine, the red led is lit but nothing much else happens. It
won't even produce a black screen, just the same static TV screen as
if nothing had happened. I've tested tuning the TV channels to every
possible setting, to no avail. Also, blind type commands don't seem to
work so it's probably more than just the picture that's gone wrong.
I've read of many failures that cause a blank screen as a symptom,
what exactly does this blank screen mean? Is it a empty black screen
or, like in this situation, no picture at all. Do you know what could
cause these symptoms?

thx,
Algon
