No, the transfer speed is limited by transfer bandwidth, not CPU time.
Adding another CPU is a serious endeavor, anyway, and guaranteed to not
be compatible with much.
ok. last question. use a backplane system. VIC has it's own card, SID
it's own card, 6510 it's own card. That way people can make up their
own cards. If they want an extra SID, CPU or VIC they just make the
card for it. It can be as complicated or simple as they want
(expandable, retractable).
