There's a description, the schematics, even a PCB layout. It looks very
simple to make.
Another way might be adapting be the 12V mod at zimmers.net,
http://www.zimmers.net/anonftp/pub/cbm/documents/projects/other/c64-with-12volts
As I recall, in this mod you connect your +12V to the internal 7812
output (after removing the 7812) and use the internal 7805 for
generating 5V. Plus a simple oscillator to generate 50 or 60 Hz clock,
if needed.
Of course, with a PC power supply you have both 5V and 12V available
so this mod gets simpler since 5V can be provided directly.
