It wouldn't be a "batch unscratcher", but Jeff Jones' "Directomeister 3"
directory editor (from Loadstar 64) would let you do it manually. It
navigates CMD devices, shows you all the files in a directory (including
DELeted ones) in a scrolling selector, and lets you set the filetype to
whatever you want, including <p>artition.

It could be a challenge to pick out the code you'd want for a dedicated
unscratcher: the program, as loaded, seems to be linked Blitz!-compiled
BASIC and ML modules.
