T232 hardware question

Some time ago, I bought a USR 5686D external modem to use with a Turbo232
for BBS'ing. I accidentally switched on the modem while the T232 was
unplugged from the expansion port, and the next time I tried logging on,
hardware flow control no longer worked -- apparently some
handshaking/control lines on the modem's port were fried.
I got a replacement 5686D, and didn't ever make that power-on mistake again.
Nevertheless, when I tried the modem recently I found I had the same
problem, trying the modem with both my Commodore and my PC.
I now have a third copy of the modem, this time bought for use with my PC.
Should I ever want to connect it to my Commodore, is there some sort of
buffering or conditioning circuitry that I can put between the T232 and
modem to protect the latter from the mysterious ill effects of the former?
And for that matter, does anyone have any idea why my T232 would kill
modems? Aside from this problem, the two pieces of hardware work together
just fine (although I have to use software flow control...).
(Could the problem be the U.S.R. modem's positronic brain :) ?)
